	National Offender Management Service (NOMS) The probation service together with the prison services forms the National Offender Management Service (NOMS), which was created in 2004 following a Number 10, Treasury and Home Office review of correctional services. NOMS has helped provide a framework for the management of offenders, with one offender manager throughout their sentence both in prison and in the community. www.noms.homeoffice.gov.uk
